With strong opinions arrayed on both sides of most issues, political decisions inevitably offend someone. That is why most legislators prefer a studied ambiguity to clear-cut proposals and progress. Congress is wildly unpopular, but members of Congress usually win re-election. Those facts are perfectly compatible.
