Citizens' repeated pleas to reduce pollutants emitted by the Martin Drake Power Plant fell on mostly deaf ears at the Monday meeting of the Colorado Springs Utilities board. The board couldn't vote officially, as legal notice of a vote hadn't been given, but members took an informal poll on how to handle the Electric Integrated Resource Plan (EIRP). Only three of the nine members supported considering a monetary value or range for "societal costs," including effects of resource extraction, waste generation and air pollution, such as carbon dioxide emissions.
