The federal Clean Power Plan released Monday will have profound effects on Colorado Springs Utilities, but the extent of those won't be certain until the state decides how to meet CPP requirements. The plan, crafted by the U.S. Environmental Protection Agency and released by President Barack Obama, calls for reduced carbon pollution from electric plants, such as the Martin Drake Power Plant in Colorado Springs.
