That's because natural gas prices are very, very low, at $2 per million BTU. "In my memory, this is as low as we've seen it consistently," said Jerry Forte, CEO of Utilities. "This is the result of a lot of production, a lot of supply and a lot of different factors. When our cost comes down, ratepayers' cost comes down."
