A stretch of South Nevada Avenue filled with used-car lots, pawnshops, aging motels and deteriorating buildings was declared an urban renewal site Tuesday by the Colorado Springs City Council. The move is the latest in a series of steps developers say will help turn the area into a thriving retail and residential destination. The vote was 6-2, with council members Andy Pico and Helen Collins voting against the resolution. Tom Strand was absent. The plan for the corridor, backed by three developers, calls for changes to an approximately 100-acre area roughly bounded by Interstate 25, East Cheyenne Road, Wahsatch Avenue and Tejon Street and Cascade Avenue.
